Oxford is a two-tier municipal system. The Township and County have different responsibilities, alongside provincial and federal government.

Closer to home.
People have more useful input when they can see a proposal before a decision, understand the options and reach the body with authority to act.

What the evidence establishes
Council minutes document decisions; agendas show proposed business. A motion appearing on an agenda does not mean it passed.

Earlier decisions on this issue
The Township’s published delegation deadline is 4:30 p.m. on the Wednesday of the week before the meeting.
Delegations must submit their supporting information and are generally limited to ten minutes.
Planning notices specify their own participation instructions; use the notice for the application you are following.
Declared interests are part of the decision record.
Norwich publishes a summary registry of declared pecuniary interests. The Township says the full written statements are available at the Clerk’s office.
A declaration records an interest; it is not a finding of misconduct. Follow the declaration through the relevant meeting and decision.
